BYB charing more than reputable breeders

What is your thought on BYB who sell puppies with no pedigree and no titles for multiple and/or 

go back to some of the worse pedigrees of BYB?  Yet they health test so the shout from the roof tops how 

healthy their dogs are because they passed some health test???
